Section 8 Rental Assistance As the St. Joseph County Housing Authority, HAO administers Section 8 vouchers to households living or working in the rural areas of St. Joseph County. Rental Properties (HAO Properties) HAO owns and manages rental housing at four different locations in rural St. Joseph and Kosciusko Counties. Owner-Occupied Rehabilitation HAO offers assistance of up to $5,000 for the rehabilitation of existing homes in rural St. Joseph County.
